Start with the two addresses
A downtown apartment, an older house in Holmes-Foster and a townhouse near the borough boundary can need very different moving plans. Begin with the exact pickup and delivery addresses, including the apartment, floor and entrance actually used for furniture. A State College mailing address is not enough to identify the municipality responsible for the street.
For each end, record when you can obtain keys, when you must be out, and who can authorize access. Then add the inventory, packing work and any period between leaving one property and entering the other.

Choose the work you need

Describe the reason for an additional service, not just its name. For example, a delivery delay changes the storage and receiving plan; a large painting changes the handling and packing review. Availability and the final work belong in the written estimate for your actual addresses and dates.

Office, retail and other commercial moves
For a business move, begin with the point at which the premises must be ready for staff or customers. Transporting furniture is one part of that sequence. The person approving the move should identify who disconnects equipment, protects records, labels workstations and confirms that utilities and communications work at the destination.
A downtown shop may need a loading arrangement that leaves neighboring entrances usable; an office may have a shared elevator with a restricted service window. Ask the property manager which route the crew can use and whether delivery times, security sign-in, floor protection or insurance documents require advance approval. Send those rules with the inventory.
Agree which items are essential for reopening and how they will be identified at delivery. Technical installation, data migration and specialist disconnection should be assigned to the appropriate provider unless expressly included. A truck arriving on time does not itself establish that the business is ready to operate.
IT transport and disconnection are available; arrange reconnection and system startup with your IT team. Crane work is outside our service scope.

Check the whole route through each building
At a house, start at the proposed truck position and follow the route through the walk, porch, entrance and internal turns. Photograph the stairs and landings, measure the narrowest points, and identify any large piece that may need disassembly. Include basements, lofts and detached storage if their contents are moving.
At an apartment or condominium, obtain the actual moving rules from the manager. Record every elevator on the route, door and cab dimensions, reservation windows, loading access and the person who releases keys or operates a service lift. Ask whether residents share the lift during the reservation and what happens if another delivery overruns.
Keep permission and physical suitability separate. An approved time slot does not prove that a sofa fits, and a wide doorway does not authorize use of an entrance. Short windows work only when the agreed work fits: ask whether boxes and protective materials can be prepared inside beforehand, while carrying takes place during the approved period.
We can coordinate building COIs, moving-truck permit arrangements, elevator scheduling and moves that require union labor. Send the building instructions and management contact early. We can also arrange materials and packing before the carrying window when the property permits that access.
The agreed plan should identify who submits each request, who approves it and which City or building charges apply. An application is one step; the required access and time still need confirmation.

Arrange the truck space before fixing the schedule
State College Borough has two separate questions to resolve: reserving metered spaces and permission to occupy the public right-of-way. The Parking Department’s downtown guidance directs applicants to the meter-bag process for specific metered spaces. Ordinary payment, a resident permit or a short loading zone does not reserve a moving truck’s complete working area.
The currently linked meter-bag application lists moving-company vans and trucks among eligible uses. It states $20 per bag per day, a five-bag limit, payment by the end of the previous business day, and use from 6 a.m. to 10 p.m.; the form is marked Monday–Friday only. Ask Parking to confirm the date, meter numbers, approval and installation arrangements before treating the curb as secured. The 48-hour manager-approval note applies to the form’s “Other” category, not to every listed use.
For occupation of the street or grass plot to unload or temporarily store equipment or materials, Public Works publishes a separate street-occupancy process: apply at least 10 business days before the proposed work, through its online portal. Ask whether your truck, ramp or container arrangement needs that permission as well. Give one person responsibility for obtaining and circulating the approvals. Decide what will be packed before loading
Walk through cupboards, bookshelves, storage areas and the contents of furniture as well as the large pieces. Identify fragile, high-value or unusually heavy belongings during the estimate review, with dimensions and photographs where useful. Keep passports, medicines, keys and essential work devices with you.

When you pack some items yourself, agree which boxes must be ready before the crew arrives and which items need further review. Understand what changes the estimate
Local moves: estimated hours, not a fixed total
Most local moves are priced by working time. Your estimate sets out the hourly basis, any minimum hours and the work and materials to be charged separately. Estimated hours help us plan the crew and whether the work can fit the proposed day; they are not a maximum charge or a promise that the move will finish within that time.
A move estimated at six hours may take eight if traffic delays the truck, an elevator is shared rather than reserved, packing is unfinished or the inventory or plan changes. Tell us about changes early. If the work needs preparation on another day or a separate delivery stage, we will review those arrangements with you. Charging follows the written terms for the move.
Long-distance flat rates: the same scope, the same price
For a long-distance move quoted at a flat rate, the agreed price stays the same when the shipment and agreed work stay the same. Added belongings, omitted items, extra packing or changed access and delivery requirements can change the scope and price. Keep the inventory, packing responsibilities and pickup and delivery conditions in writing, and have additions reviewed before the affected work begins.
The access survey should include the distance from the permitted truck position to the entrance at both ends. An elevator delay, a long internal corridor, a second flight of stairs or a change in the accepted packing work can alter the operation even when the drive is short.
Compare estimates using the same inventory, addresses, access assumptions and service scope. Ask how municipal charges, building fees, storage, waiting and a second delivery would be handled if they apply. Distinguish a building’s refundable deposit from a fee for moving services. The written explanation should make clear who pays each third party and who can authorize a change.

Coordinate pickup, delivery and responsibility
Dedicated long-distance moving
Our dedicated long-distance service uses a dedicated truck and delivery, with the same moving crew at pickup and drop-off. Confirm the pickup, delivery and any storage stages in your move plan. The survey and move-planning team performs a separate role from the crew carrying out the move.
Review the schedule as a sequence: access at pickup, preparation and loading, travel, then access and delivery. The two buildings’ windows need to allow that sequence; they do not have to be identical. Confirm a receiving contact who can direct placement and handle an access problem.
If a closing date or lease handover remains uncertain, identify the time at which the plan must change. A possible storage address is not a reserved space. The alternative needs a confirmed provider, access window, handling scope and cost arrangement before it can protect the move.
Choose protection before the move
Discuss the basic liability option and higher protection available at an additional charge before moving day. Have the selected level, cost, limits and claims process recorded in your moving documents. Tell us about artwork and other high-value items in advance so their declared values and any special requirements can be reviewed.
For interstate household-goods moves, Full Value Protection applies unless you select Released Value through the required written waiver. Valuation is the mover’s level of liability; it is different from a separate insurance policy. Review the FMCSA explanation of liability and protection and the terms for your particular move.

Check event dates and winter access
The borough’s current parking updates include special-event arrangements around Penn State football and other events. Read the notices for the actual street and date: an event payment for a passenger car is not a truck-space reservation. Building move-in appointments and university dates are separate constraints.
In winter, the borough requires snow and ice to be cleared from sidewalks within 24 hours after a storm. A safe furniture route may need clearing before that deadline. Assign clearing of the walk, steps and loading area to a named person and recheck conditions before dispatch.
The meter-bag form also says not to bag a meter or park there during snowfall of three inches or more until the street has been plowed to the curb. If the working space is unavailable, the decision is to use a confirmed legal alternative or reschedule. An earlier packing session helps only when the property permits it.

Prepare for arrival, placement and the final walk-through
Before the crew arrives, make the agreed route usable and keep keys, access codes and manager contacts available. Set aside personal essentials and clearly mark the items staying at the property. Check that loose packing is finished to the agreed point and tell the crew lead about any change in access or inventory.
At delivery, have one person available to answer room-placement questions. Label rooms if several people are helping. Keep children and pets away from carrying routes, and avoid stacking boxes in front of an exit, electrical panel or a door that must remain available.
Finish with a walk-through of the vehicle and the property while the crew is still present. Check the agreed furniture placement and reassembly work and record any exception through the stated process. If you need unpacking or packaging removal, include it in the scope beforehand. Household rubbish, unwanted furniture and municipal bulk pickup are separate decisions, not an assumed part of transport.
Where the new address is not yet habitable or accessible, pause before unloading into an improvised place. Use the agreed decision contact and confirmed alternative so people, belongings and the next delivery can be coordinated together.

Ordinary meter payment does not reserve the working space. Discuss meter bags with Parking and the proposed public-space use with Public Works; record the approvals and the person responsible before scheduling around them.
What if my apartment allows only a short moving window?
Send the written restriction with the inventory. Review the entire elevator and carrying route, what preparation is allowed earlier, and whether the planned work fits the window. A second stage or a different date may need agreement.
What happens if the closing or key handover is delayed?
Agree a decision deadline and a receiving contact before pickup. A storage or later-delivery alternative needs confirmed access, capacity, costs and authorization; it cannot be assumed from an available phone number.
Does an estimate include taking away unwanted furniture?
List unwanted items separately. Confirm any requested additional work in writing, and arrange the borough’s collection or another disposal route independently where it is not included.
