Movers in Norfolk, VA
Plan the Norfolk move from the room you are leaving to the room you want ready next. Sterling Oakbridge offers household and business moving, packing, storage and specialist work. Bring the inventory, truck position and receiving arrangements into the same plan before confirming the work and written estimate.
01 /
Start with the home, the route and the receiving result
A Norfolk move can start at a house with porch steps, an older apartment with a tight landing, or a building with a controlled loading entrance. The useful question is how your belongings will travel through that particular property. A floor number and bedroom count leave out the length of the walk, the last turn into a room and the place where the truck can actually stop.
Norfolk is an independent Virginia city. Chesapeake, Portsmouth and Virginia Beach have their own local procedures; a move between them needs the rules for each actual address. The Virginia Department of Historic Resources identifies Ghent and West Freemason as Norfolk historic districts with distinct older building patterns. Those descriptions help explain why a wide living room need not have a wide carrying route. They do not establish the stairs, lift or doorway at your property.
Tell us what delivery must leave usable: a bed, a clear route to the bathroom, the first day's kitchen supplies or a workspace. Identify the furniture that will occupy those rooms and label the cartons accordingly. Keep keys, medicines, identification and essential chargers with you so a delayed delivery does not separate you from them.

Choose the moving help you need
Sterling Oakbridge provides local and interstate household moves, commercial moving, packing and storage. Choose the work you need, then let us review the inventory, access and timing for your estimate.
| Moving help | What we can include | What to send |
|---|---|---|
| Local residential moving | Loading, transport, delivery and basic furniture disassembly and reassembly | Both addresses, inventory, dates and the route through each property |
| Interstate moving | Pickup, transport and delivery arrangements, with storage when needed | Destination, date constraints and the person receiving the shipment |
| Commercial moving | Office and business furniture, equipment and agreed preparation, including moves with building restrictions | Business type, equipment list, building rules and the work schedule to protect |
| Packing and unpacking | Selected-item or full packing, preparation before move day and optional box unpacking | What you will pack and what you want us to prepare |
| Storage and staged delivery | Storage between addresses and an agreed receiving and delivery plan | Expected dates, contents and anything you need to access during storage |
| Designer and hotel furniture receiving | Receiving, storage and delivery of furniture to an agreed plan | Expected shipments, delivery instructions and the final receiving site |
Start with a room-by-room inventory, including closets, a storage cage, garage contents and items at another address. Separate belongings that travel in the shipment from items you will move yourself, leave behind or remove. A piece assembled inside a room may need a different preparation method from a piece that can pass through the door intact.
You can select packing for the whole home or particular groups, moving labor and transport, storage between addresses, and separately scoped specialist work. Explain what remains unfinished and which tasks you want completed at delivery. We review the actual work and access before agreeing the crew, vehicle and sequence; a familiar city name does not establish availability for a particular date.
If you are moving into temporary accommodation, identify which items need an early delivery and which can stay stored. Agree access, handling, storage and the later delivery before loading is organized. A storage discussion becomes a workable plan only when the receiving arrangement and charges are accepted.

Keep a business move tied to the restart
For an office, shop or other business, name the person who owns the inventory and the person who can release each property for work. Identify furniture, records and equipment separately from landlord fixtures and employee belongings. Decide what must remain in use until the last working day and what must arrive first at the new location.
Give us the building instructions: loading entrance, vehicle restrictions, service lifts, protection, insurance documentation and permitted hours. Tell us about union access requirements before the job is planned. A submitted certificate or booked time on your calendar does not confirm that management has accepted the proposed work.
Keep technical shutdown and restart with the responsible provider. IT transport and disconnection are available; reconnection and system startup belong with your IT team. Agree custody of confidential records and data-bearing equipment before moving them. A hypothetical small-office move might place desks first and release a server area later; that sequence needs authorization from the business and both properties, with its labor and transport stages included in the estimate.
IT transport and disconnection are available; arrange reconnection and system startup with your IT team. Crane work is outside our service scope.
We can also quote island moves, recycling, move-out cleaning and car shipping. For an island destination, provide the exact address so the vehicle or freight crossing, receiving arrangements and final delivery can be reviewed together.

04 /
Trace the complete carrying route
Photograph the route in order: proposed truck position, walking surface, entrance, landing, stairs or lifts, corridor and final room. Include the space around each turn. For a porch entrance, show the top landing and the door's opening area as well as the steps. For a managed building, identify every elevator in the chain, including a transfer lift or final flight that a main elevator does not reach.
| Route element | Information that changes the plan | Who controls it |
|---|---|---|
| Truck to entrance | Actual stopping position, distance, steps and surface | Street authority or private-property access holder |
| Doors and landings | Clear opening, swing, turns and any removable parts | Property's authorized representative |
| Stairs and elevators | Complete sequence, usable size, booking and shared use | Building manager or resource owner |
| Receiving room | Last turn, furniture placement and first-use priorities | You, with the mover reviewing handling |
Send dimensions and photographs of large pieces, glass components and furniture assembled inside the home. Explain which doors can remain open and who supplies access cards or keys. The proposed carrying method must leave the building's required exits and pedestrian circulation usable.
If the carrying window is short, discuss permitted preparation beforehand: packing, materials and route protection can move to an earlier stage only with access and scope agreed. A change from a nearby loading entrance to a distant public door affects every trip. Report the change before dispatch so the method and estimate can be reviewed.
We can coordinate building COIs, moving-truck permit arrangements, elevator scheduling and moves that require union labor. Send the building instructions and management contact early. We can also arrange materials and packing before the carrying window when the property permits that access.
The agreed plan should identify who submits each request, who approves it and which municipal or building charges apply. An application is one step; the required access and time still need confirmation.

Reserve street space through the Norfolk procedure
For public-street space, Norfolk lists temporary parking reservations under its General Use Permit procedure. The linked permit-types document expressly includes move-in, move-out and deliveries. Use the City's current PermitCity link, identify the actual location and vehicle, and confirm the approved arrangement.
The City requires contact with the ROW inspector named on the permit at least 48 hours before use so the reservation signs can be installed. Its notice says vehicles cannot be towed to accommodate the move if that contact is not made and the signs are absent. This is the inspector-notification interval, not a promise that a new application submitted two days before moving will be approved in time.
Keep parking reservation, traffic obstruction and private loading separate. The same City page identifies a Closure Permit for impeding normal traffic or pedestrians. If the working footprint reaches a lane or sidewalk, have ROW Management determine the applicable permission. The truck, open rear, selected loading equipment and safe pedestrian route all need space. A resident's parking privilege does not establish exclusive loading space for a truck; Norfolk's residential parking program is a separate process.
Budget the City's actual assessed charges. The linked fee sheet still bears a July 2018 date, while the current instruction announces later fees for named permit classes. Confirm the amount assessed for your application instead of treating the older sheet as an all-in current quote. Name who applies, pays, contacts the inspector and checks the signs in your move plan.

Decide what is packed and what travels with you
Labor, materials and optional work
| Item or task | How it is charged |
|---|---|
| Basic furniture disassembly and reassembly | Part of your moving labor time, without a separate basic assembly fee |
| Moving blankets, shrink wrap and tape | No separate charge for these basic protection materials |
| Boxes supplied for your move | Charged separately |
| Packing | Charged for working time; boxes are separate |
| Unwrapping furniture | Part of delivery |
| Unpacking the contents of boxes | Optional work, charged for working time |
| Packaging and waste removal | Charged separately |
| Complex furniture and other specialist work | Individually quoted after review |
Tell us which tasks you want completed and which materials you need. Your estimate should distinguish moving labor, boxes, specialist work and removal charges.
Choose full packing or list the rooms and fragile groups you want us to prepare. Set aside the belongings needed during travel and a possible delay before packing starts. Label destination rooms, keep a separate personal bag, and make a decision about unwanted furniture while there is time to arrange its removal.
Furniture protection, carton packing and disassembly solve different problems. Tell us about finishes, glass, loose components and existing damage. Preparation should fit the item's construction and the whole carrying route; padding cannot solve a doorway that is too small. Identify furniture that needs specialist review before assuming it can be taken apart as basic work.
Specialist services by individual quote
| What needs attention | Work available for review |
|---|---|
| Complex furniture | Bunk beds, Murphy beds, large flat-pack wardrobes and specialist sofa disassembly and reassembly |
| Heavy items | Pianos and grand pianos, safes, gym equipment and pool tables |
| Art and collections | Fine-art handling, soft packing, custom crates and crating to an agreed museum or collection specification |
| Hanging and installation | Pictures, mirrors, wall-mounted TVs, curtain hardware and chandeliers, with the removal, installation and any technical work scoped separately |
| Business equipment | Office furniture systems, restaurant refrigerators and ranges, and industrial equipment assessed for the specific item and route |
Send photographs, dimensions, make or model where relevant, and the route through both properties. Describe exactly what needs to be taken apart, moved or installed. We review the method and required work before providing an individual quote.
For delivery, distinguish furniture unwrapping from opening and putting away the contents of cartons. Optional box unpacking takes working time; packaging removal is separately charged. If you want organizing or other agreed help beyond unpacking, specify the rooms and intended result. These choices need to fit the receiving property's access period.

Understand the written estimate
Local moves: estimated hours, not a fixed total
Most local moves are priced by working time. Your estimate sets out the hourly basis, any minimum hours and the work and materials to be charged separately. Estimated hours help us plan the crew and whether the work can fit the proposed day; they are not a maximum charge or a promise that the move will finish within that time.
A move estimated at six hours may take eight if traffic delays the truck, an elevator is shared rather than reserved, packing is unfinished or the inventory or plan changes. Tell us about changes early. If the work needs preparation on another day or a separate delivery stage, we will review those arrangements with you. Charging follows the written terms for the move.
Long-distance flat rates: the same scope, the same price
For a long-distance move quoted at a flat rate, the agreed price stays the same when the shipment and agreed work stay the same. Added belongings, omitted items, extra packing or changed access and delivery requirements can change the scope and price. Keep the inventory, packing responsibilities and pickup and delivery conditions in writing, and have additions reviewed before the affected work begins.
Provide the inventory, packing division, both carrying routes, access windows and any extra stop. Explain whether a time is a key release, elevator reservation, truck arrival or deadline to leave the old home. These constraints affect staffing and sequence differently. A larger crew cannot make a locked receiving door usable.
For applicable Virginia household-goods work, the written-estimate statute distinguishes an ordinary estimate from a binding estimate. An ordinary estimate is not a ceiling. Its binding-estimate provision retains the exception for destination accessorial tariff charges that were unknown until delivery and a sight survey; it also requires the approved shipper information booklet with a written estimate. Identify the actual document and terms you receive.
The Virginia DMV carrier guidance requires filed tariff rates for deliveries over 30 miles within its household-goods regime. Do not use an interstate flat-rate description as a universal formula for a Virginia-only shipment. Ask how your route, services and applicable tariff appear in the written estimate. Street, building and storage charges should be identified alongside moving labor and materials.
Have additions reviewed before the affected work begins: another storage stop, extra cartons, a changed stair route or a receiving window that no longer works. Keep the agreed inventory and access information with the estimate so everyone is planning the same job.

Plan delivery, placement and protection
Direct and consolidated long-distance moving
Our direct long-distance service uses a dedicated truck and the same moving crew at pickup and delivery. For a suitable small shipment, ask about consolidated delivery with a wider agreed receiving window. We serve destinations throughout the United States and Canada. Confirm pickup, delivery and any storage stages in the written move plan. The planning team performs a separate role from the moving crew.
At pickup, the plan should identify packing responsibilities, furniture preparation, the legal loading position and a reachable receiving contact. At delivery, cartons and furniture go to the agreed rooms, furniture is unwrapped and agreed basic reassembly is completed. Identify priority items before loading order is settled.
For a long-distance shipment, record the receiving window and any storage or extra handling stage. A direct delivery and a small consolidated shipment have different scheduling needs. Do not book a receiving appointment from a general travel estimate; the actual date and access still need agreement. If access changes, use the accepted alternative and revised instructions before the vehicle depends on the original plan.
Choose protection before the move
Discuss the basic liability option and higher protection available at an additional charge before moving day. Have the selected level, cost, limits and claims process recorded in your moving documents. Tell us about artwork and other high-value items in advance so their declared values and any special requirements can be reviewed.
For interstate household-goods moves, Full Value Protection applies unless you select Released Value through the required written waiver. Valuation is the mover’s level of liability; it is different from a separate insurance policy. Review the FMCSA explanation of liability and protection and the terms for your particular move.
09 /
Choose dates with weather and truck access in view
Norfolk's flood guidance describes both rainfall flooding and increased tidal and wind-driven risk near waterways. Use the City's flooding basics to distinguish property flood information from evacuation instructions. A familiar dry entrance is not proof that the street approach will stay usable during a storm.
Before a weather-sensitive move, agree who monitors official alerts and who can change dispatch or delivery. Identify the point by which a decision is needed, the accepted alternative and its costs. Do not send people or a loaded vehicle into standing water to preserve a calendar appointment. Restart only after the route and receiving access have been confirmed usable by the responsible parties.
For a move crossing the regional waterways, the vehicle's dimensions and route matter as well as traffic. VDOT's truck restrictions list different tunnel limits, permit conditions and temporary restrictions. The carrier must assess the actual vehicle and current route; a passenger-car navigation estimate does not certify truck access. Allow the receiving plan to accommodate a route change without promising a specific crossing time.

Prepare a usable moving day and Plan B
In the final week, reconcile the inventory, packing tasks, access approvals, signed truck space and key handover. Walk the carrying route and remove obstacles. Assign someone to children and pets away from active carrying, and make sure the person authorizing receiving is reachable. Keep the contact list and agreed alternatives available without opening a packed carton.
Resolve unwanted furniture before it conflicts with departure. Norfolk's bulk-collection instructions require a scheduled request by 3 p.m. on the day before the collection day and warn that uncollected pickups can roll to the following week. Its disposal guidance lists household furniture and appliances, with separate rules for electronics and other material. A resident collection or personal-vehicle program does not establish commercial acceptance for our truck.
| Trigger | Decision before the original plan fails | Accepted alternative and restart |
|---|---|---|
| Reserved space unavailable | Named applicant contacts ROW; mover reviews a lawful position before arrival | Use the agreed position or revise the date and carrying scope |
| Lift or receiving keys unavailable | Property access owner and your named contact decide before dispatch | Confirm another permitted route, agreed holding/storage stage or receiving date, including charges |
| Flooding or closure affects access | Carrier reviews route; property contact confirms receiving access | Resume only with usable access, an accepted time and written instructions |
| Packing unfinished | You and the moving planner identify the remaining work before the crew relies on the original scope | Agree added packing/time or a revised collection stage |
These are planning examples, not prebooked alternatives. For each relevant one, record the trigger, decision deadline, authorized decision-maker, accepted receiving arrangement, charges and condition for restarting. A storage phone number or an unaccepted request is not a confirmed fallback.

Request an estimate for the actual job
Let the scope determine the survey
A clear item list may be enough for a small, straightforward job. More belongings, full packing, specialist items or restricted access can call for a video review or an in-person visit. Floor area helps describe the property, but the contents and work matter too.
Start by sending what you know. Our move-planning team will recommend the right level of review so the estimate reflects the job. You do not need to choose a survey method or work out every measurement before contacting us.
The survey helps us choose staffing, time and preparation for the actual job. The person reviewing your move is not necessarily part of the moving crew.
Send both addresses, dates and an alternative, the inventory, access photographs, packing choices and building instructions. Include the proposed truck position and any unresolved approval. Tell us the result you need first at delivery so we can review the work and next step with you.
For an interstate household-goods move, use the federal Protect Your Move resource when reviewing carrier identity and moving documents. The estimate, booking and access confirmations should all refer to the same shipment and scope.

Questions before you move
Can you move a household within Norfolk?
Yes. Household moving is available for agreed Norfolk work. Send the two addresses, inventory, dates and carrying conditions so we can review availability, the work and the written estimate for that route.
Can you also move an office or business?
Yes. We can prepare, carry, transport and place business furniture and equipment, with specialist work reviewed for the actual items. Identify the inventory owner, both building contacts and restart priorities; technical reconnection stays with your IT team.
How do I reserve public-street space for a moving truck?
Use Norfolk's General Use Permit process for the actual location and vehicle, then follow the approval and inspector instructions. The move plan should identify who applies, pays, contacts the inspector and checks that the signs are installed. A request alone does not reserve usable space.
Does the 48-hour notice mean I can apply two days before moving?
No. The City's interval concerns contacting the inspector named on an issued permit so reservation signs can be installed. It does not guarantee application approval within that interval. Start the application earlier and confirm the approved arrangement.
Can cars be towed if our reservation signs were never installed?
The City's notice says vehicles cannot be towed to accommodate your use when the required inspector contact was not made and signs are absent. Contact the permit's inspector about the actual problem and use an agreed lawful alternative; do not rely on a permit printout to clear the space.
Does my residential parking permit reserve the truck's position?
No. Norfolk's residential program provides parking privileges under its own terms. The separate General Use process addresses reserving temporary space. Have the actual moving vehicle and location reviewed rather than treating a resident or visitor permit as exclusive truck space.
What if we need to use part of the sidewalk or a traffic lane?
Have Norfolk ROW Management determine the required permission before using that footprint. Its Closure Permit description covers impeding normal traffic or pedestrians. A parking reservation does not by itself resolve a lane or sidewalk obstruction.
Can you quote the City permit charge as a fixed total?
Use the City's assessed amount for your application. The currently linked fee sheet has an older date and the instruction page announces later changes for specified permit types. Keep municipal charges separate from the moving estimate and confirm the charge through the current procedure.
What photographs help with a porch or older stairwell?
Show the approach, complete doorway and swing, top and bottom landings, every turn and the final room. Add the dimensions and surrounding space for large furniture. A close-up of the front steps cannot establish the route farther inside.
What if the building has two elevators along the route?
Confirm each elevator's usable dimensions, booking, access and shared-use conditions. The plan also needs the transfer route between them and any remaining stairs. Reserving the first lift leaves the rest of the chain unresolved.
Are basic furniture assembly and packing materials included?
Basic furniture disassembly and reassembly use your moving labor time without a separate basic assembly fee. Moving blankets, shrink wrap and tape have no separate material charge. Boxes are charged separately. Complex furniture and specialist work receive individual quotes.
Can I choose packing for just the kitchen or fragile items?
Yes. Partial packing can cover selected rooms or groups. Identify what you will pack, what the crew should prepare and what needs to remain available until departure. Packing labor and separately charged cartons belong in the estimate.
Can you unpack boxes and remove the packaging?
Furniture is unwrapped as part of delivery. We can also unpack the contents of boxes as optional work charged for time. Packaging and waste removal are charged separately; include the help you want in your request.
Is a Virginia written estimate always a fixed maximum?
No. An ordinary estimate is not a ceiling. Applicable Virginia binding-estimate terms retain the statutory exception for destination accessorial tariff charges unknown until delivery and a sight survey. Identify the estimate type and its tariff terms before booking.
Does a Virginia-only move automatically use an interstate flat rate?
No. Virginia's intrastate household-goods rules and the actual written terms must be applied to that shipment; DMV identifies filed tariff rates for deliveries over 30 miles. Interstate flat-rate language is not a substitute for the applicable Virginia documents.
Does a long-distance flat rate rise if the road trip takes longer?
For a long-distance move quoted on that basis, the agreed price remains the same for the same inventory and service scope. Added belongings, packing or changed access and delivery requirements need written review. Distinguish those scope changes from extra travel time alone.
Can you arrange storage if the new home is not ready?
Yes, storage can be quoted and planned between addresses. Agree the receiving facility, access, handling, charges and later delivery before relying on it. An available contact or pending enquiry is not a confirmed place for the shipment.
Will the same crew deliver a long-distance shipment?
Our direct long-distance service uses a dedicated truck and the same moving crew at pickup and delivery. Consolidated service for a suitable small shipment has a wider agreed receiving window and does not carry that same-crew promise.
Can a moving truck use any Hampton Roads tunnel?
The route must fit the actual vehicle and current restrictions. VDOT lists different height, width and permit conditions by crossing, with temporary restrictions possible. Give the carrier the complete addresses; a car's suggested route cannot certify truck access.
What happens if flooding makes the approach unusable?
Stop relying on that access and activate the agreed decision process before dispatch or delivery. The carrier reviews the route and the property's authorized contact confirms receiving conditions. Resume with usable access, an accepted time and any changed handling or storage scope agreed.
Can I leave unwanted furniture for ordinary trash collection?
Furniture belongs in Norfolk's scheduled bulk process rather than an unscheduled moving-day pile. Submit the request within the City's stated cutoff and plan for a possible collection delay. Separately quoted removal needs a verified accepting destination for the actual material and vehicle.
Who decides when keys, lift access or parking falls through?
Name your decision-maker and each property or street authority in advance, with a deadline before dispatch. Agree the authorized alternative, additional costs and conditions for resuming. The mover can review handling and transport; the owner of an entrance or lift controls permission to use it.
What should I send for the first estimate discussion?
Send both addresses, dates, inventory, packing choices, floors, route photographs and building instructions. Add your proposed loading position, unresolved approvals and first-use delivery priorities. We will recommend the level of review needed for a useful written estimate.
Your next step
Tell us about your Norfolk move
Send both addresses, inventory, access details and your delivery priorities. We will review the work and next step for your Norfolk estimate.
