Build a short comparison using the same questions for each property: usable space, recurring housing costs, stairs and slopes, parking, daily travel, school arrangements and the timing of possession. Visit at the hour you would normally leave or return. If a service depends on a booking, test how you would arrange both directions and what happens when the schedule changes.

Understand the city and the address

This guide concerns Clarksburg city in Harrison County, West Virginia. It does not describe Clarksburg, Maryland, or automatically apply City rules to every property using a Clarksburg mailing address. Establish the municipality before arranging parking, waste collection or a permit, particularly when comparing a home with one in a neighboring community.

The City's area and historic-district maps show the relationship of the downtown street grid, Glen Elk, road connections and surrounding places. They are useful orientation documents, rather than a current truck-routing instruction or a guarantee that a particular entrance can receive a delivery.

The National Register nomination describes a roughly sixteen-block commercial and civic core with varied late nineteenth- and early twentieth-century architecture. The City’s historic map places this core south of Glen Elk; historical building names do not establish present occupants.

The ACS 2024 five-year estimates for Clarksburg city cover the 2020–2024 survey period. They provide a citywide housing baseline, not live listings, a valuation of an individual home or the price of a new lease.

The structure and age percentages use all 8,157 housing units, while tenure uses occupied units. These are estimates with sampling uncertainty. A citywide median does not settle the rent, utility costs, maintenance responsibility or condition of a particular property.

For a rental, ask what the payment includes, which accounts you open, where refuse is stored and whether the parking space is assigned. Record any shared entrance, access window and rule for large deliveries. Get the permitted receiving door confirmed before assuming that the front door shown in a listing is the route used for furniture.

For a purchase, include the driveway, porch, stairs and usable doorway in the inspection and handoff questions. Building age alone neither proves a defect nor confirms modern dimensions. Measure the narrowest opening and the turn at the landing for the largest pieces, and identify any work that must finish before those pieces arrive.

Compare total monthly obligations and the work needed to make the home usable. Keep rent or mortgage estimates separate from moving, deposits, storage and a possible second delivery. A low advertised housing figure can still leave an incomplete arrival plan if access, services or possession dates remain unsettled.

Choose the right CENTRA service for the actual trip

CENTRA's rider guide lists a 50-cent fixed-route fare, exact payment and no transfers. Arrive about five minutes before the scheduled time and use a safe boarding location in the correct direction. A route near the property does not establish the last return journey or a useful connection for every appointment.

Read the individual route table and its notes. The Stealey schedule names Milford Street, Euclid Avenue, North Street and Main Street. The Despard–Northview schedule includes request-only points; the rider guide tells passengers to speak to the driver for the outbound request and call for the return. Confirm how your stop works before relying on it.

Construction can change the useful boarding point. The Adamston/Hartland route carries a road-repair note directing riders away from Liberty and Camden to Chestnut Street. A separate September 2026 Point Comfort Bridge alert describes Saturday changes affecting Adamston/Hartland, Shinnston and Salem. These are dated operating notices, so check the alert for your actual travel day rather than treating a temporary detour as a permanent route.

CENTRA Connect accepts requests through its app or at 304-623-6002. It is an on-demand service without advance booking. The published span is 7 a.m.–6 p.m. Monday through Friday and 8 a.m.–4 p.m. Saturday; confirm that both ends of the trip are in the service area. Its page allows exact cash or app payment. Include the party size and mobility-device needs, and be ready when the vehicle arrives.

Connect and ADA paratransit are separate processes. The currently linked ADA guide describes eligibility, a service corridor within three-quarters of a mile of fixed routes, and reservations from the day before travel through fourteen days ahead. It lists $1 for each leg and a free personal care attendant. Read the application and arrange eligibility before an essential first trip; submitting a form is not the same as an approved ride.

The linked ADA documents are dated 2020, and their service windows differ from the general system summary. Confirm the current pickup and return times with dispatch at 304-623-6002. Book both legs and discuss the usable entrance, steps and assistance needed. Drivers are not a substitute for moving labor or for clearing the route.

For the first week, keep a workable alternative for a late connection or an unconfirmed ride. Test the complete journey with the bags or supplies you normally carry. A map showing a nearby line is only the starting point for deciding whether the trip works for your household.

Arrange Harrison County enrollment before the first school day

Start with the student's grade and exact residential address. Harrison County Schools' new-enrollment page directs elementary families who were not enrolled the previous year to 304-326-7342, and middle- or high-school families to 304-326-7357. Use that placement contact to confirm the receiving school, the current application route and the intended start date.

The district uses attendance zones. An in-county transfer request goes through the home-school principal, receiving-school principal and Superintendent for the final decision. The page also describes a March 1–31 nonresident open-enrollment period, with certain requests during the academic year considered case by case. Capacity, programs, staffing and the circumstances of the request matter; a desired school or a submitted form does not guarantee a place.

  1. Confirm the residential address, grade and whether the child is new to the district, returning or transferring within it.
  2. Ask the placement contact which school receives the application and obtain its current document checklist.
  3. Prepare the applicable birth, residency, prior-school, health and custody or guardianship records; resolve any missing document with the school.
  4. Confirm acceptance, the first attendance day and how previous records will reach the school.
  5. Arrange the bus or other daily transportation, then settle dismissal and after-school care separately.

The 2026–27 kindergarten page states that a child must be five before July 1, 2026. It says children who attended Harrison County preschool do not register again through that kindergarten process. Its document list includes a state-issued birth certificate, immunization records, two proofs of residency and the stated health and dental documentation. Ask which residency documents the school accepts; the page does not define every acceptable combination.

That kindergarten checklist is grade-specific. Do not assume its two-proof requirement is the complete rule for a middle-school transfer or a family in a different living arrangement. The April registration events shown on the page have already passed as of this guide's check date. A family arriving now should contact the district for the current intake route.

The district's entry-requirements page identifies health and dental records for entry to Pre-K, kindergarten and grades 2, 7 and 12, with the published 365-day timeframe. The kindergarten page also mentions an appointment card for the relevant visits. Discuss the actual records and current requirements with the school nurse rather than interpreting a website list as an individual medical decision.

If temporary housing or missing documents interfere with enrollment, tell the district promptly and ask for its appropriate student-support contact. The West Virginia parent and student rights information explains the support route for eligible families. Get help resolving the situation instead of assuming that every ordinary checklist must be completed before you can speak to a school.

For transport, use HCS Transportation Services at 304-326-7090. The district now uses My Ride K-12 for bus details and boarding information. Its August 2026 registration notice asks families to select Harrison Co WV and use the student's WVEIS number, grade and school; it limits registration to two people per student and says text notifications are not available. An app entry does not establish school admission or replace confirmation of the actual route and first pickup.

Ask about dismissal permissions, early-release days and care beyond the school day. Confirm the site, hours, available place and first day for any care arrangement rather than assuming it follows automatically from enrollment. Keep school and transportation contacts accessible during the move, especially if possession or the final address changes after the initial inquiry.

Confirm each account and both ends of the handoff

Build an address-specific list of electricity, gas, water, sewer, waste and communications arrangements. Ask the owner which services are separately metered and which are included in the lease. Record the responsible account holder, requested date, confirmed date and access requirement for each service. Returning keys or paying a bill is not proof that an account has closed.

For a FirstEnergy-served address, use the start, stop or move workflow. It distinguishes a new or former customer from a current customer moving service. The provider says an online request may need at least two business days for processing and that it confirms the requested turn-on date by email. Moving requests can be made up to 90 days ahead; the page excludes weekends and holidays.

The preparation guide asks new customers for the address or meter number, identity information and start date. Its transfer guidance asks for at least three days' advance notice and the old and new account details. A new occupant receives a separate account number, and a security deposit may apply. Use the provider's secure process for identity details; do not send them to the moving company. Confirm enough overlap because a scheduled stop may happen in the morning.

For water, contact the Clarksburg Water Board at 304-623-3711. Its administrative office is at 1001 South Chestnut Street. Provide the service address and planned occupancy date, explain whether service is already on, and ask for the documents, meter access and appointment arrangements that apply to your situation.

The Board's currently linked Tariff No. 21, effective for bills on or after November 10, 2025, lists a $65 new-customer deposit. The tariff also contains charges for particular reconnection circumstances; those should not be treated as a universal new-account fee. Ask the Board to confirm the applicable amount and activation date before scheduling the household's arrival.

The City's Public Works page assigns sanitary-sewer maintenance to its sewer division, while Finance administers City fees. The public information does not establish that one water request automatically completes every sewer-account change. Ask the Water Board and City which organization bills sewer at your address, whether any separate notice is needed and how the outgoing account is finalized. Keep the answers with the closing or tenancy paperwork.

Hope Gas handles start, stop and transfer requests at 800-688-4673. Its published start or transfer charge is $30, with a possible deposit. Give the full address, requested date and the meter or current-occupant information requested by the provider. An adult aged 18 or over must be available when the meter is indoors or access is otherwise blocked; confirm the actual appointment and what needs to be working for appliance checks.

A Hope transfer creates a new account. Its page says the old deposit and AutoPay do not transfer, and it allows more than one address while a move overlaps. Arrange the stop for the old property explicitly, provide the final mailing address and set up billing for the new account. Do not assume that opening the new service cancels the previous one.

Finish with the services that can quietly delay the first working day: internet activation, a building access code, shared-meter responsibility and waste collection. Ask for an actual service or appointment confirmation. Keep essential contact information available without relying entirely on a connection that has not yet been activated.

Separate weekly collection, packaging and bulky items

Confirm the hauler and account arrangement before the first collection day. Under Clarksburg Code article 958, authorized private collection serves the City and solid waste is collected at least weekly. In a shared building, ask whether the owner has arranged common containers and where your unit's material belongs.

The current collection provisions, amended May 1, 2025, allow containers out from 5 p.m. on the preceding day and require them in place by 6 a.m. on collection day. Keep them close to the roadway or accessible alley without obstructing vehicles or pedestrians. If the property reasonably permits removal and storage elsewhere, bring containers back by 9 p.m. that day.

The container rule calls for suitable tied bags, when reasonable, weighing no more than 40 pounds, and watertight cans with tight-fitting lids. Containers supplied by an authorized hauler meet the stated requirements. The code includes exceptions to ordinary front-yard or porch storage restrictions for specified physical limitations and property layouts. Ask the hauler about backdoor or alternative service if getting a container to the curb is a problem.

WM’s Clarksburg service page provides address-based service inquiries and lists 866-849-0076 for assistance. Existing customers can use My WM. Confirm the exact collection day, container, missed-pickup route and holiday changes for your address; the existence of a city service page does not guarantee every requested service at every property.

Article 958 lists newspaper, corrugated cardboard, number 1 and 2 plastic beverage containers, and metal cans for residential recycling. It still uses an older hauler name in that provision. Confirm the current hauler's accepted materials and preparation instructions before unpacking everything into one stream. Keep dry cardboard separate while sorting, and ask how flattened boxes and excess quantities are collected. A plastic's number alone does not establish acceptance of every product made from that plastic.

The City's Spring Clean-Up 2026 page describes a separate residential cleanup, with one small truckload per household and conditions for bulky household items and electronics. It excludes ordinary household trash, corrugated cardboard, construction debris, tires, batteries and liquids. Refrigerant-containing appliances need the stated professional removal and proof before set-out.

That cleanup page mixes spring and fall wording. Its actual schedule images show March 16–April 2, 2026, which is already past. Do not use those dates for a new move or assume the program is available on demand. Ask Public Works at 304-624-1611 or 304-624-1612 about the next applicable cycle, the property address and the specific items before putting anything outside.

For a mattress or box spring, ask the hauler explicitly for acceptance, quantity limits, booking, wrapping or bagging, charges and the confirmed pickup date. The read City and local WM pages do not give a complete current mattress-specific procedure. Keep it inside or in an agreed private holding space until that arrangement is confirmed; a general bulky-item category is not a booking.

The City page titled Recycling describes yard waste and the compost facility, not a general packaging drop-off. It lists weekly yard pickup from April through November and a facility at 2400 North 12th Street. Check its current hours and proof-of-residency conditions before traveling. Keep yard material, household packaging and special waste in their appropriate streams.

Before unpacking at scale, allocate a place for reusable cartons, dry recycling and items awaiting a booked collection. Keep exits and the carrying route clear. Decide who removes the last containers and any remaining material after the household has left the old property; the lease handoff and collection calendar may fall on different days.

Arrange meter space, loading and any street obstruction

Begin with a sketch of the actual operation: address, entrance, vehicle dimensions, dates, working hours, meters or signs, and the space used by the ramp or lifting equipment. Show the pedestrian path and any travel lane affected. Send enough information for the City to distinguish a lawful brief stop from an exclusive meter lease or a street blockage.

The Public Works department identifies parking-meter and traffic responsibilities, including loading zones and barricades. The City directory lists Finance at 304-624-1650, Public Works at 304-624-1611 or 304-624-1612, and the City Manager's office at 304-423-2008. Contact the office that controls the requested arrangement and ask who coordinates the remaining parts.

Temporary meter lease

Section 363.03 permits a nonresidential entity to apply to Finance at least 48 hours before a temporary meter lease. The City Manager or Parking System Manager must determine that it is necessary and serves a special purpose. Confirm whether the moving company or another eligible applicant should file for your household move; the text is not a universal self-service reservation for residents.

The published rate is $5 per meter per day, paid in advance before the permit is issued, with a minimum of one day and maximum of ten days. The rule directs the Police Chief or Finance Director to arrange covering of the leased meters. Confirm the exact spaces, dates, payment and who covers them, and ask how an occupied reserved space is handled. Applying 48 hours ahead does not itself guarantee approval or an empty curb.

Ordinary downtown meters remain subject to the posted limit, up to two hours unless otherwise marked, from 7 a.m. to 6 p.m. Monday through Friday. Meter payment buys ordinary parking under those conditions; it does not extend permission into a crosswalk, travel lane, sidewalk or neighboring private space.

Marked loading zones

Section 361.09 limits marked loading-zone use to commercial vehicles actively receiving or discharging goods for no more than 30 minutes from 7 a.m. to 4 p.m. Monday through Friday. Its $60 Finance tag applies when a vehicle is not readily identified as commercial by its signs or markings, and is valid for one year or until illegible. Ask the mover to establish how its vehicle qualifies; do not assume a household needs to buy that tag for every branded truck.

A loading zone is not an all-day exclusive reservation. If the proposed work cannot fit the permitted duration or space, ask the City about the appropriate arrangement instead of repeatedly treating the same curb as unrestricted. Preserve bus stops, hydrants, driveways, accessible spaces and the pedestrian route.

Street or sidewalk interference

Section 311.02 prohibits blocking a street without a City Manager permit. Its 30-day application wording concerns parades, processions and assemblages; it should not be presented as an automatic deadline for every household move. Ask the City for the procedure, notice, traffic control and approvals that apply to your actual setup.

The City's linked street/sidewalk permit form asks for the location, purpose, area, dates, insurance and surety information. However, the occupation definition in article 1707 concerns construction and maintenance operations. Confirm applicability with Code Enforcement at 304-624-1633 before importing its excavation bonds or other construction conditions into an ordinary move. The form does not supply a universal moving fee or processing time.

Obtain the actual conditions in writing and align them with building access. Private permission for a driveway does not control the public street; a City meter lease does not grant access through a private loading door. Reconfirm both before dispatch. If the approved position becomes unusable, contact the responsible office and mover and agree a lawful alternative with its access and cost consequences.

Connect the curb approval to the building’s permission

Public-street permission ends at a different boundary from the landlord’s or association’s authority. You may have an approved curb position and still lack permission to use a driveway, service entrance or elevator. Obtain both sets of conditions and make them compatible with the planned sequence.

Trace the route from the proposed truck position to the final room. Include a vestibule, half-flight, courtyard, basement turn or second elevator if the route uses one. Measure the narrowest openings and the turning space for the largest pieces. Share photographs of the actual path, with doors and gates in the position they will have during the move.

Ask who can reserve and release the elevator, whether other occupants share it, how long the slot lasts and what happens if it is late or unavailable. Establish whether the building requires a certificate of insurance, specific protection, a union arrangement or another contractor condition. These are questions for that property, not claims about every Clarksburg building.

Identify the recipient and basis of each access payment or deposit, its due date and any return conditions. Keep receipts with the reservation. A fee paid to a building does not itself reserve a City street space, and a City approval does not authorize work beyond the building’s allowed hours.

When an access window is short, ask what may be prepared earlier: protected staging, elevator lining or packed cartons in an approved area. Keep corridors and exits usable. Plan the pickup and destination windows in travel order, allowing for the actual work between them. If one point slips, name who decides whether to continue, pause or use the agreed alternative.

Test the routine around the home

The municipal park operator's neighborhood-playground directory gives useful local anchors: North View on Goff Avenue, Stealey on Euclid Avenue, Hartland on Liberty Avenue and Adamston locations on North 25th and Southern streets. The listed courts, play areas and picnic facilities help compare nearby destinations, but do not establish the condition or opening of every facility on a particular day.

Walk the connection from the candidate home. Check crossings, steps, slopes and where you would enter the park, then make the return journey. A nearby place name is less useful than knowing whether the route works with a stroller, mobility device or the things your household normally carries.

Do the same for groceries, care and recurring appointments. If the route depends on a bus request or a temporary detour, include that in the trial. During the first week, prioritize a reliable daily routine and working services alongside unpacking, with a visible list of unresolved calls and confirmations.

Assign sidewalk clearance and inspect the private route

Clarksburg Code section 541.08 says an owner or agent must not allow snow and ice to accumulate on the sidewalk in front of or abutting the property for more than 24 hours after it has fallen. Confirm with the owner or property manager who performs that work and who checks it when the household is away.

Arrange the private side of the approach too: driveway, porch, steps, landing and the turn through the entrance. That work is part of preparing a usable move even where the public road has already been treated. Do not assume the ordinary collection or street-maintenance crew clears the complete path to your receiving room.

Inspect steep or shaded sections again after rain, snow removal or refreezing. Send the mover a view that shows the grade and the transition from the road to the property. If conditions change, raise the issue before the truck enters a position with limited turning room or the crew starts carrying across a slippery surface.

Agree a sheltered staging area for cartons and protection that keeps the entrance usable. If access becomes unsuitable, pause the affected work and contact the named decision-maker. The alternative needs permission, actual capacity and agreed costs, as well as an arrangement for the household while the original plan is restored.

Make a first-week plan and a usable fallback

Work backward from when you can actually receive the belongings. Write down the person releasing keys, the confirmed possession time, the building reservation and the legal vehicle position. The household’s preferred date is not a substitute for those confirmations. Update the mover when one of them changes.

A useful Plan B states the trigger, decision time, responsible person and confirmed alternative. For example, if the seller cannot release the home by the agreed checkpoint, the authorized person must decide before the receiving window disappears. A revised date, approved alternative location or storage needs actual availability, access and agreed costs.

Plan for people as well as furniture. Keep essential belongings reachable, decide where the household can wait and preserve medication, childcare and pet arrangements. Identify who notifies the building, utility contact and moving company. State what confirmation is required to resume the original plan.

If the move is urgent, separate what can still be arranged from deadlines that cannot be compressed. Describe the remaining uncertainty openly. A submitted permit, a voicemail to a landlord or a tentative storage inquiry does not equal permission, keys or capacity.

Who should I contact first for a new school enrollment?

Harrison County directs new elementary enrollment inquiries to 304-326-7342 and middle- or high-school inquiries to 304-326-7357. Confirm the school, application route, documents and first attendance day for the exact address and grade.

Can I book CENTRA Connect several days ahead?

Its published service is on demand, without advance booking. Confirm the service area and hours for both ends of the trip. ADA paratransit has a separate eligibility and advance-reservation process.

Does opening water automatically change the sewer account?

The read public pages do not establish an automatic handoff. Ask the Water Board and City who bills sewer at your address, what separate notice is needed and how the previous account is finalized.

Can I leave a mattress out during my normal collection?

Confirm the exact item, quantity, booking, preparation, charge and pickup date with the hauler first. The City cleanup page is a dated program and does not supply a complete current mattress procedure.

Can a private household lease a parking meter directly?

The published meter-lease provision addresses a nonresidential entity. Ask Finance who should apply for the move, then confirm the exact meters, approval, payment and covering. Ordinary meter payment is not a reservation.

Is the street-closure form required for every move?

Describe the vehicle and full working space to the City. Street blocking needs approval, but the construction and maintenance scope of article 1707 should not be assumed to govern every ordinary household loading operation.

What must be ready before the truck loads?

Confirm possession, keys, building access, the receiving window and a lawful vehicle position. Name the person who decides if one fails and prepare an actual alternative with usable access, capacity, costs and arrangements for the household.
